Description/Blazon
A silver color metal and enamel device 1 1/8 inches (2.86 cm) in height consisting of a laurel wreath in shades of gold and light brown entwined by a red scroll doubled and inscribed "TRUTH" in silver at bottom, all enclosing an area horizontally divided light blue and silver bearing a yellow semi-sun above a black stylized grid in perspective.

Symbolism
 The grid lines suggest scientific study and precision; the colors black and white imply verification and clarity.  The grid lines converge at the demi-sun, a symbol of enlightenment, emphasizing the search for truth and the promise of the future.  The laurel wreath alludes to achievement, excellence and high ideals; it is entwined by a red scroll signifying military preparedness.

Background
The distinctive unit insignia was originally approved for the United States Army Test and Experimentation Command on 13 December 1988.  It was redesignated effective 1 October 1999, for the United States Army Operational Test Command.
